MANUAL OF GUIDELINES AND ACCOUNTING PROCEEDURE ON WORKS RELATING TO A.P. STATE COMPENSTORY AFFORESTATION FUND MANAGEMENT AND PLANNING AUTHORITY (A.P. STATE CAMPA)2010

FORWARD
Since 1992, with the introduction of Joint Forest Management and schemes like RIDF, FDA etc., in subsequent years, there has been remarkable increase in the work load on the staff of the Forest Department and consequent to the modification to the Forest Code through G.O. Ms. No.2, EFS&T (for-III) Dept, dt. 7.1.2004 ‘A Manual of Instructions on Forest Works’ was issued in 2004 for implementation of the works that will not be implemented through VSS.
With the introduction of A.P. State CAMPA scheme from the financial year 2009-10 and implementation of the projects as per the guidelines issued by MoEF, Govt. of India on 2nd July 2009, the field officers expressed that several practical issues are being faced while implementing schemes like A.P. State CAMPA,APCFM,FDA etc. To evolve a common framework for implementation of schemes and to sort out the problems faced at the field level, the Prl. Chief Conservator of Forests convened a meeting of the field officers (Chief Conservators of Forests/Conservators of Forests, Divl. Forest Officers) of the state. After detailed discussions with the field officers and to suit to the present system of Accounting as well as to cope with the practical problems, the “Manual of Instructions” for executing the works has been updated.
The present manual contains the guidelines to the Forest Officers for preparation of tender conditions, tender invitation, conclusion of agreement, forms of agreement, collection of EMDs and entrustment of works on nomination for both forestry and non forestry works. The officers are at liberty to adopt methods of executing works as given in Article 163 of Andhra Pradesh Financial Code and section 95 of Andhra Pradesh Forest Department Code Volume I and as per any amendments issued from time to time. In case the procedure suggested in this manual is in contradiction with any codal procedures, the latter shall only prevail.
